The Ottawa Senators have the NYI draft selection in the 2020 NHL draft. The Isles will be one of the teams playing in the "play-in" round if the NHL season resumes. If the Islander lose to Florida in the "play-in" round and become one of the eight teams to qualify for the 1st overall pick in this year's draft (phase 2), does this mean Ottawa would still have an opportunity to get the 1st overall pick in the draft?

After further thought, I'm thinking Ottawa ends up with the #21 pick from the Isles and cannot be in the phase two lottery as one of the eight teams for the 1st overall selection. The Isles, should they lose to Florida in the "play-in" round, will get the chance to get the 1st overall pick with the seven other losers in the "play-in" round.
This is definitely unfair no matter which way you look at it.
The Penguins finished only three points behind Philadelphia and yet Pittsburgh makes the playoffs, like Philadelphia, but the difference is the Pens will have a chance for the #1 overall pick if they lose to Montreal in the "play-in" round.
