i don't understand. what law has ever been created that "criminals obey". or to put it another way, if we only create laws that "criminals obey" or that eradicates the behavior we are trying to address, what we laws would we have, besides abortion laws of course?

Furthermore, as I have said before, in any other aspect of life...if the statistics show that less than one percent of US guns are involved in a gun murder annually...scientifically that doesn't constitute a problem to be dealt with.
