That has yet to be played out. Head to head match up, division record, conference record and all that stuff has to be measured.
If memory serves right the tie-breaker is:
1- Head-to-head
2 - Opponents winning percentage. I believe this is the case as the Cowboys picked ahead of the Redskins last year despite finishing 3rd in the NFC East. All else equal the Rams would be in the driver's seat as their opponents winning percentage will likely be lower in their division. Rams should just tank the rest of the season and grab a ransom of draft picks. I can see someone like the Redskins making them an offer that they can't refuse; 3 first round picks, 2 second round picks and a player.
