Walmart is incorporated in the US and has outlets (stores) in the US. The majority of its product is made overseas. Walmart has previously had factories in the US. They have closed many of those factories and shipped them to other countries.
Walmart has received a tax incentive based on business improvement costs (a deduction) for closing a factory in the US and building it overseas because it is incorporated here.
Now, it can 'import' those item made in other countries and sell them here, without facing an import tax or tariff.
If they were taxed or subject to a tariff, they would be faced with two options: raise the cost of the items and face price competition from Joe American store where everything is made here, or lower corporate profits.
I'm fine with either solution they choose.
