It shouldn't be a complete demilitarizing, some PD's need this type of weaponry and armor, they need to stay ahead of the criminals that may have access military grade weapons.
I remember watching that North Hollywood Bank robbery live on TV and hearing about cops going into a gun shop to get better guns to help deal with these guys, and gangs in the big cities have access to these weapons too.

The women called her husband. Apparently the woman's husband is a powerful white man. That white man came in haling asse in a motorcade. All the cops shite bricks. He was in the middle of a golf game and apparently had a good score.
The wife told her husband how they treated me. I was instantly released. No charges were filed. That white man gave those cops a stern ear chewing. It was hilarious.
That tells you who they work for. Police work for rich white people, not for the people. Police are supposed to be servants of the people. Now its us vs. them because of the drug war.

I am pretty sure that it isn't the police that are lobbying for MRAPS. They are too worried about possibly being put on trial for murdering people in cold blood, their unions are busy trying to make sure that they will never have to go to trial for that, they don't have time to worry about lobbying congress for new toys.
