I don't win. But I'm about at the break even point. I have a lot of fun, though. I'm learning all the time. I suppose I'm getting better. Who knows.
It's like a hobby. People spend a ton of money on fishing or stamp collecting and so forth. That's sort of how I look at it. Except it usually doesn't cost me anything. Just time.
If you're not winning, don't bet more than you can afford to lose. Certainly don't bet if you're not having fun. But if you are having fun, I say go for it.

I learn a lot from the "analysts." Some are full of crap. But some are good. Gather up all the free "daily analysis" sort of things and look them over. I try to listen to WHY they think a horse will win or lose and not so much WHICH horse will win or lose.
Plus, look at what "Roused" said above.

Another thing you can do is to join in some of these horse race threads. They usually welcome anyone in. They post up their picks and so forth and thump their chests if they win. Just ask them why they think a particular horse will win (if they have the time, they will respond, perhaps not right away, some are busy figuring out the next race).

Everyone has their own way of doing it. Some subscribe to the different "sheets" and "predictions" and so forth. Some purchase software. Some buy the DRF or BRIS or EB or whatever and go over every detail and make their own choices. Some just wing it.
I write my own programs. That's part of the fun for me. I don't really win. But I'm a data dweeb geek and it's fun for me. (I don't really lose either...I put $200 in an account a few years back and I'm still playing on it...it's fluctuated from less than $50 to nearly $500 and up and down and back and forth and plus and minus ... during that time.)

I bet only a few races a day. Sometimes just three or four. Sometimes more. Yesterday I won about $10 or so. Today, I'm down about $6 or so. Although, I should have hit that last race at Del Mar for a $7 place but I didn't pay attention to my own program.
I get the forms for free. Nothing really costs me anything. And I have a good time. I chat a lot, not sure about what.

You should jump in on some of our threads. You don't need to bet to be part of the conversation. My program was 0/3 today...I had one 2nd, one 3rd, and one 4th place finish. But I bet only to win so I lost all three.
The only bet I did win was an "Imaginary" million dollar bet in the 8th at Del Mar. And I actually hit that one. LoL. And I won an imaginary kool million. My imaginary super model girlfriend is going to want to celebrate.
