Define way before, LOL? There is a tiny six year gap between the civil rights act of 1964 and the drug war in 1970, what years are you referring to specifically? I think you are using slave marriage statistics. LOL! Of course, slaves were employed as slaves, if you have 100,000 slaves and all of them are employed slaves, I would think that would equal a high employment rate. All slaves know how to do is work.
All that talk of family, education and jobs has to be a joke. Blacks weren’t allowed to get a real job or education until 1964. What… you think slaves had opportunities for a social life, LOL! Let’s get married and start a happy life, like the white man. Oh, wait, we aren’t even considered humans, LOL! Even after 1964, whites were still defiant and are still defiant till this day. Their freedom is still severely curtailed. They were still not considered equal to the white man.
The Jim Crow drug war happened and republicans put an end to the Civil Rights Act of 1964 experiment. The other questions are all culture related. I take reading comprehension is not a strong point? The Emancipation Proclamation and 13th amendment are experiments. You ever read about the Port Royal Experiment? America is one giant experiment.
Washington didn’t even think the US constitution would last 20 years. You didn’t know that America is called the Grand Experiment? The United States of America is called "The Grand Experiment" because it is the first country to exist that was formed "by the people, for the people" and is based on democracy and liberty. The USA gave the power to the people as the rulers of the government, instead of as is traditional, where a government rules the people.

It had realized that the "Great Experiment" was not so great, and that a mistake had been made. Repeal of Prohibition dramatically reduced crime, including organized crime, and corruption. People moved on from prohibition, I assume the same would happen with the drug war.
