Actually, the better bet is the KC moneyline. As proof, Mike Shackleford agrees:

How is KC better value considering the actual odds of them winning this game are probably closer to 20-1.....
"Value" implies you are getting a bargain on a bet. 7-1 on the KC ML isnt a bargain.... |

Well, first of all you are way, WAY off if you think the actual odds of Kansas City winning is anywhere NEAR 20-1. It's easily less than half of that. The estimated probability of a 17-point underdog winning outright is about 10%. And you estimate a 14-point dog as only 5%? No way.
Second, a fair moneyline for a 14-point underdog is right around +607. And yet +700 for this game is easily available in many places.
There's your value.
