Not at all my style but the man does have a valid point. Don't report stolen but dispute the charge. Who exactly in Costa Rica is going to challenge the transaction with a US bank customer?
Right..nobody.

Btw it's felony activity if they take any sort of interest in the transaction. Reporting the card stolen is a pretty high mark. Feds catch wind of the report and it's hello interrogation.

Requires literally a seizurewarrant from a judge for any state or fed agency to go near your PC. Yes they will get it and crash your door at 6am.
Do NOT get any ideas in your mind kids. You WILL be caught and deal with wrath that is intense and relentless. I was only entertaining the holes that are absloutely everywhere in the banking system.

not sure the feds would put up a big fight when the victim is an offshore book.
i'm curious how this one would play out.
Just conversation of what could happen but interesting fun.
Bank would sift through all of his transactions and spot previous credits to questionable oversea recipients by the name of Hector Juan Martinez. Scattered of course but the chain is there. Bank reports the claim to FDIC, they review and then you get a phonecall...he knows you're lying.

My guess is that he already reported the card stolen without thinking it through.
Bad move on the stolen card report. Tell them a friend had it and you had no idea.
All of your spending an transactions are right there spot on for them to see and review.
