Depends on what you want. I have limited experience with Dreamweaver and I'd have to seek the help of professionals in order to get something even basic online.
If you are going to be selling items, processing payments and require people to log in and so forth it does get complicated. The more stuff you want on your website, graphics, flash media etc the more expensive it gets
My guess, minimum costs for an initial site plus hosting would be at least $2000 for something decent
with the venture

That should be fairly simple so
If you pick up the Dreamweaver 6 software and Adobe photoshop and a couple of For Dummies guides and with maybe a little help from someone who has web design experience, you should be able to get it done for very little expense

So the plan is to attract the audience first, then make money off them. Very common strategy and pretty smart actually. The ads will slow down the page loads speeds and you only have one chance to make a first impression.
Keep your web dev costs low. My company has charged people up to a quarter mil for very complex builds (but we sub the work out, not our core competency). I have a friend who I can turn you on to that does good work for cheap. PM me if interested. Good luck and let me know if you ever need any other advice as I'm pretty knowledgable about the industry.
