Although Alabama is currently sitting at #1, I'd be mildly surprised if they end up there. In the end I think the Gators finish on top.
LSU's mid-teens recruiting ranking really has absolutely nothing to do with the result of the national championship game. They have run into an uncanny string of bad luck in the the last 3 weeks that sank what would have been a top 5 class. Of course Saban pulling 2 of Louisiana's top recruits in a year where the state of Louisiana produced a lot fewer top recruits than usual did hurt them quite a bit too.

In 2008 & 2009 Cal had the 34th & 42nd ranked recruiting classes in the nation respectively. In 2010 & 2011 their recruiting classes improved drastically to 11th & 17th respectively. Right now, like LSU, Cal's class is ranked in the mid-teens which historically is very good for them, but consistent with what they've done the past two seasons. I suspect the USC sanctions has help them pull better recruits the past three recruiting seasons. If they can continue to pull top 20 recruiting classes, they should make a lot of noise in the PAC 12 North Division annually.

I agree with you that oversigning is an issue that should be addressed, but not because oversigning is necessarily a bad thing, because I absolutely don't think it is. The problem is that the conferences set their own rules which creates an uneven playing field.
For example, in the past the SEC has been one of the most lenient conferences while the Big 10 has been one of the strictest. I think their should be one set of rules that applies equally to all teams and all conferences. That would put everyone on equal footing.
That said, the SEC, over the strenuous objections of the SEC coaches, voted last year to end the practice of oversigning. Teams will no longer be allowed to sign more than 25 players less back-counters. I'm not even sure if SEC teams will be able to back-count after this recruiting season. I would have to go back re-read the rules.
Nevertheless, cracking down on oversiging, in my opinion, is not good for college football because the people that are hurt most by the are kids who predominately come from bad neighborhoods who have marginal grades. With such strict signing requirements, teams will no longer be able to take chances on signing academically marginal players. Personally, I think that is a horrible outcome.
Eliminating back-counting is also a practice that will have unintended consequences. For example, in 2009 Alabama signed a 4* WR named Kendall Kelly. After 1 week at fall camp he developed a serious medical condition, was rushed to the hospital, and never played again. Then last season Aaron Douglas passed away after he signed his letter of intend, but passed away before he ever made it to fall camp. With the strict 85 football scholarship limitation that the NCAA has in place, teams should not be punished with scholarship limitations in such cases. In fact, without oversigning or back-counting, there would be almost no avenue for teams to ever make up for those vacant scholarship spots.
The bottom line is that a flexible system which applies equally to all teams should be implemented.
