Who was or are the best first lady in recent memory? Here is my list:
Michelle Obama. Her speech at this years Democratic Convention was stellar; it was better than Barack's speech. She has taken military families as a cause and has been passionate about it. She also is a great mom; I'm sure it's hard trying to shelter her daughters from the Washington buzz.
Laura Bush. It's hard to fathom that she was a librarian. Hard to fathom because I can't picture George ever in a library. One thing about Laura is you never see a picture of her mad. She was always smiling and level headed. George was lucky when he found her.
Hillary. She could be our next president. She's as political as they come. When she was first lady, she helped make policy unlike the other first ladies mentioned. She's been a good Secretary of State (Barack kept her close) and was a good mom. I think she steered Chelsea away from politics, knowing how dirty it is.

Ann Romney. Everybody thinks she's so sweet. But here's a video of her flipping the bird at Obama:

Bunny, you said she had no agenda, I mentioned she did.
She has a belief. Everyone has those so there goes without saying and I don't see whether Republicans agree with her on that particular issue is a critiera for your question which you also mentioned.
Whether she did any lobbying behind the scene, no one ever knows for sure. At the very least, I didn't see she pushed for anything.
