University of Wisconsin administrators should be commended for their transparent investigation and decisive resolution in an alleged sexual-assault charge against John Chadima, a former senior associate athletic director in the UW Athletic Department. A four-person investigating panel appointed by interim chancellor David Ward reported Chadima, 46, made unwanted sexual advances to a student employee of the athletic department and abused his power by threatening to fire the employee after he spurned the early morning overture at a Rose Bowl party in Chadima's hotel suite. Chadima was placed on administrative leave shortly after the Rose Bowl and resigned later that day. He came to UW as a member of Barry Alvarez's first staff when Alvarez, now UW's athletic director, was hired as football coach in 1990. UW officials emphasized the panel's report contains allegations, not findings of fact. However, the suddenness of Chadima's resignation and the narrow focus of the investigation point to a desire on UW's part to turn this into a one-day story by painting Chadima as a rogue administrator who has been removed from his job. But this story shouldn't be allowed to die that easily. Yes, the investigation got to the bottom of this particular allegation, but it also raised as many questions as it answered. Issues about athletic department-sponsored underage drinking, a lack of oversight by athletic department officials and how long this behavior has been going on remain. And given Chadima's history of drinking alcohol with students and student-athletes while an administrator, UW should be asking if it enabled him by not firing him for his role in a 1998 incident in which then-senior quarterback Mike Samuel was convicted of drunken driving. Among other things, the investigating panel said Chadima has sponsored a party in his hotel suite for staff and student employees who work behind the scenes for at least the past four years at bowl games. Chadima provided alcohol for guests, including some student employees who were under 21, and purchased it with athletic department gift funds. According to the panel, Alvarez and deputy athletic director Sean Frazier were aware of the party but did not attend. In a letter to Ward on Wednesday, Alvarez and Frazier denied they knew about the party but were aware of similar parties in the past. "We believe there is reason to question the appropriateness of the sort of unregulated service of alcohol to students as well as the practice of a professional staff member drinking with students at university events," the panel wrote. You think? A 12-year-old could tell you this was not appropriate behavior for a senior athletic official. But why did the panel limit its investigation to the past four years? UW has been going to bowl games routinely since 1993 and multiple sources have told me that parties — note the plural usage — in Chadima's suite were a bowl-week staple long before 2008. Regardless, the panel's findings revealed Alvarez and Frazier tacitly condoned drinking by minors at a UW function with alcohol furnished by UW. That's not just a lapse in judgement, that's against the law. Moreover, it has been standard operating procedure for years at a university that has been waging war against binge drinking on its campus for a decade. Why did Alvarez and Frazier look the other way regarding Chadima's parties when they knew about his past problems of drinking with student-athletes? In the 1998 incident, Chadima, then the director of facilities and event management, was out drinking with Samuel and, in Samuel's words to police, was too drunk to drive. So Samuel drove Chadima home and, with Chadima in the passenger seat, was arrested for drunken driving. Pat Richter, UW's athletic director in 1998, said at the time the school issued a letter of reprimand to Chadima that would "indicate that we would expect that type of thing wouldn't occur in the future." Given that directive, it is shocking Alvarez and Frazier would continue to allow Chadima to supply liquor to and drink so freely with UW students. The panel also said the hotel-room incident was the only time it heard evidence of abuse of authority by Chadima. However, it did find a text message Chadima sent to another student employee on the same day demanding the student come to Chadima's suite and threatening to fire him if he didn't. That student was not willing to talk to the panel. The threatening text message alone doesn't prove Chadima's alleged sexual advances to the complaining student weren't an isolated incident. However, two such blatant abuses of authority should have raised the possibility this wasn't the first time Chadima had acted in such a manner. At the very least, it should have encouraged further investigation. Finally, the panel said it was unable to speak with Chadima and football coach Bret Bielema. It is understandable Chadima declined to cooperate. He wouldn't want to say anything that could be used against him should criminal charges be filed. And one of the benefits of resigning is the university can't compel you to testify. However, it is shocking Bielema couldn't find the time to meet with a chancellor-appointed committee on a matter that already has put a sizable stain on UW's image. It leads you to wonder who really is running this show. In summary, the panel did its due diligence in investigating the student's complaint against Chadima but didn't look far enough into the culture that allowed this to occur. Clearly, UW still has some explaining to do.
