I've hired people (white, black and everything else) for just over 15 years and I can tell you this happens ZERO percent of the time. There is no "everything equal". We are all individuals. One candidate is always better than the other. It's very simplistic to think otherwise.
Many industries are looking for certain minimum standards to qualify that job applicant and that would be good enough to hire them.
I think you are thinking differently from the idea you are looking for the needle in the haystack, the exceptional employee that will go above and beyond, the up and comer, the next Warren Buffet. That certainly is the case in some industries but many are not like that. Many industries are just trying to fill a vacancy.
Some people are discriminating and innocently don't even realize it. For example, we got black bob and white larry but since I rather go to lunch with white larry and he reminds me of my son, I would rather hire him. Yea, that's discrimination.
