Depends on how you measure greatness, if it is regular season stats then Rodgers and Favre are on your list of greats.
If you measure greatness for a QB as finding a way to win the big games (Conferrence championships and Superbowls) then those two guys are a massive fail. Only one Superbowl each for those two is under-performing IMO (far from greatness).

If this is a real question then how about some of the old timers that rode a great defense or offense or frankly just got lucky and wasn't anything but a game manager but still talked about as one of the best like say Joe Namath or Terry Bradshaw. I say both are vastly overrated. Just my opinion before I get flamed for gasp having an opinion.

That being said Namath dropped many passes downfield into tight windows against that vaunted Baltimore Colt defense. Superbowl 3 is up for viewing for the whole world to see. Joe Willie backed up his bold prediction with a fine performance and he thanked one of the Jet defensive coaches by name (Buddy Ryan) in the post game interview as they did stifle the Colt offense.
Bradshaw's first two Superbowl victories were dominated by a great defense, no question but even in those Terry made some clutch throws way downfield. In Superbowl 10 Bradshaw hit Swann in stride for a late 4th quarter TD to seal the deal. The last two Superbowls (13&14) he was in, Bradshaw was the Superbowl MVP and he made many great throws downfield...if memory serves he threw for 4 TD passes against the cowboys in Superbowl 13.
