Drugs should definitely be treated as a health problem. That would create a better channel for actual recovery from addiction. It actually would create a more effective social stigma associated with drug abuse.
Don't tell anybody about it though, because too many BILLION dollar industries have too much at stake. Prison is too good of business as is the overpaid high school drop-outs that constitute drug-related law enforcement agency.
