Now that is probably the first non racist question you have asked since I have been on the thread because it addresses a real issue in the Black community.
It's a complex situation and ultimately in my opinion it's one that needs to be seriously addressed because it wasn't always this way. You may not like what I have to say but you asked and I will give you my opinion about it.
The traces of this behavior can be clearly traced back to American Slavery where it was common to break up families by selling off the either the children or more likely the Father. Black men were used as studs to breed more children that the slave masters could use for more production. This is a historical fact non debatable.
Once the slaves were freed, the Black family returned to it's original roots where the Father remained in the home in a traditional way. But what happened to the African-American during 300 years of slavery set us apart from our African ancestors. Our culture became more matriarchal due to the absence of the man in the family unit. Blacks achieved quite a bit success which reached it's height in the 1920's then the depression and WWII hit. Roosevelt implemented the New Deal to bring the country out of the deep depression, eventually other changes happened to Blacks advance. The military was intergrated, Civil Rights movement and so forth.
After the Kennedy assasination, President Johnson declared a war on poverty. Although his intentions were good I feel in my humble opinion that this has led to the current downfall of the Black family. The government in it's infinite wisdom decided to reward women for having babies and punish them if the Father was in the home. Now there are exceptions to the rule but that's basically what the welfare program became. As a result you saw an increase in unwed Black mothers but the worst was yet to come.
As a result of continous cutbacks in education, segregation in schools and a overall inequality in the funds allocated to urban areas. We have experienced a tremendous downgrading of our school system. So now you have Blacks getting an inferior education, low paying jobs and seemingly no hope for a better future.
Now lets introduce drugs to the community, the proliferation of liquor stores in Black neighborhoods that started in the 70's and you now have the ground work in place for a complete disaster. By the time we hit the 1980's with fiscal consevatism being the rule of the day, the already disadvantaged Black areas experienced even deeper cuts. Blacks that hadn't advanced to the middle class were basically cemented into poverty with no way out and no programs to help. Enter crack cocaine and the rising popularity of gangsta rap and let's not forget the guns that became full fledged. Now the programming is set.
If you can control people with alcohol, drugs and give them entertainment to take their mind off of their situation. You have them right where you want them. Now let's introduce guns to the mix and bam. You have just basically wiped out a couple of generations of people. The booming popularity of rap music glamorizing the gangsta life where the pimps are the heroes and the women are to be called bi**ches. This is where this has led us to today. Black youth is lost in a sea of despair and figure there is no way out.
The Black man is the epitome of a dichotomy, wanted and sexualized the world over by women and hated by some White men the world over. So without a male elder in his life he leads a life of irresonsibility and recklessness. Continued

So where do we go from here. First of all not all Black youth is lost. There are still Black men reaching out to the Black youth to set a different path and show them a better way. Ultimately it's Black people's responsibility to account for their own circumstance and not let others dictate to them what is acceptable or not. Black people need to get back to the old values and principles that were passed down for generations. Principles that you still see in a lot of Southern Black families. Self respect, thirst for knowledge etc.
At the same time White people need to see this as an American problem because our nation will not survive with a large segment of it's population feeling hopeless. Instead of denigrating a race. Take time to reach out and show some love. Give guidance, don't prejudge. Kids learn by example and you can be a mentor to a child that isn't your own by simply reaching out. You can change a life forever.
There are no easy answers to this problem. It didn't happen overnight and it wont get fixed overnight. I always say you may not can save everybody but you can start by saving one and then another and then another and so forth.
I will say this, many people are waking up to this situation and alot is being done on the ground to make sure that we don't continue this destructive path. But remember we all play a role in the current situation in this country. You are your brother's keeper. Being a racist isn't helping the situation in fact it makes it worse. Why should these kids care if they don't think you care about them. What's in it for them if they do all the hard work, go to school, get good grades, stay out of trouble only to be denied an equal opportunity because of the color of their skin. So let's not dismiss them as "those gangbangers and thugs" Because amongst those "gangbangers and thugs" are some sharp boys that just need someone to care and a even chance to make it.
