Late Sunday night, I alerted you to the possibility of an introduction of Rep. Shuler's SAVE Act. I suggested that some of you might want to start calling your Representative to ask them to take a look at the bill.
By late Monday morning, Shuler's office was being pounded with phone calls from other congressional offices in the Capitol.
The staffers were asking Shuler's staffers, "What is this immigration bill that our constituents are calling us about this morning?"

Pro-amnesty and open-borders views are taking a heavy toll on major Republican leaders this year.
Last spring, Sen. McCain (R-Ariz.) lost his front-runner status for the Republican Presidential nomination -- and plummeted almost to single-digit polling -- largely because of his highly public leadership pushing amnesties for illegal aliens. His staff admitted then and again recently that his small-donor contributions just dried up once the Senate amnesty battle began earlier this year.
Now, I am so proud of all you Republicans who have knocked Sen. Brownback (R-Kan.) out of the Presidential race. He had staked his hopes for the last two year on having a large core base of evangelical and conservative Catholic voters. He criss-crossed the country speaking to large religious conventions of these voters. Two years ago, I was hearing from many of these voters that they were enthralled with Sen. Brownback. When I would tell them about his aggressively pro-amnesty work, people reacted in disbelief.
But eventually the truth got out about Sen. Brownback's immigration positions.
Most of his other positions were almost perfectly in line with the religious base he was seeking. But, like McCain, he totally blew it with an immigration position at odds with that base. Polls show that evangelicals, for example, oppose amnesties and rewards for illegal aliens by a higher margin than almost any demographic group.
NumbersUSA participated in advertising throughout Kansas starting years ago in efforts to make sure that voters there understood the leadership role Sen. Brownback was taking for open borders positions. We have looked for opportunities wherever we could to expose him during his Presidential run.
Along with defeated Sen. Spencer Abraham (R-Mich.) and defeated Rep. Dick Chrysler (R-Mich.) and firmly ensconced Rep. Howard Berman (D-Calif.), Brownback played the key role in working with Sen. Kennedy (D-Mass.) in 1996 in killing the immigration-reduction recommendations of the bi-partisan U.S. Commission on Immigration Reform, chaired by the late Barbara Jordan.
We are most pleased to see Sen. Brownback give up the race -- and plan to leave the Senate after this term.
We are ecstatic to see Sen. Mel Martinez (R-Fla.) announce that he will soon be resigning as the head of the national Republican Party.
All news reports about his departure have noted that his constant leadership for amnesty this year has seriously hurt Republicans' ability to raise money from small donors.
I am so thankful to the thousands of you who began faxing and phoning campaigns of protest as soon as Sen. Martinez was nominated for the Party leadership. This is a reminder that even when you don't think you are having an effect at first, your pressure can eventually have results.
Thanks to all of you who have told us of returning every Republican solicitation for funds with a note that you won't give another dollar until the Party has leaders who support immigration enforcement. You are having a real effect in gradually purging the Party of supporters of illegal immigration.

As you well know, for more than a year OOIDA has been actively fighting to stop the U.S. Department of Transportation's efforts to implement a Mexican trucking pilot program and open our highways to Mexico-domiciled trucks and drivers. You may recall that earlier this year amendments to cut off funding for the DOT's Mexican trucking pilot program were included in both the U.S. House of Representatives' and Senate's respective versions of the fiscal year 2008 transportation appropriations bills. In July, the House unanimously passed an additional amendment, sponsored by Representatives DeFazio, Hunter, Boyda and Gary Miller, that would also seek to halt the program. Then in September, the Senate passed its version of a similar amendment sponsored by Senators Dorgan and Specter by a vote of 75-23.
Since then, Congress has been in a standoff with the White House on the transportation appropriations bill and all 11 other annual spending bills. This stalemate has kept the House and Senate from moving forward with a conference committee to work out the differences in their versions of the transportation bill and from sending a final version to the President. After much anticipation, we are hearing that there may finally be a breakthrough this week. No one is sure yet how the situation will play out, but in some form or fashion the FY2008 transportation appropriations should be sent to the President by the end of this week.
Congress is trying to reach a deal with the President so that he will not veto the unfinished appropriations bills. The DOT is working hard to make the Mexican trucking pilot program a bargaining chip in Congress's negotiations with the White House. Even if they cannot get them removed from the final version of the transportation appropriations bill, the DOT is hoping to get the Dorgan and DeFazio amendments watered down enough to allow the pilot program to continue to operate.
As I have said before, we are truly fighting a unique and historic battle. One in which the DOT continues to roll forward in defiance of Congress, the American people, and the laws of our land. Instead of implementing and abiding by the laws that have been written by Congress, the executive branch of our government is clearly ignoring their Constitutional responsibilities and limitations.
Rest assured that your Association is doing everything that we possibly can to reign in the DOT. As a member of OOIDA and as a citizen of the United States, please do all that you can to help put a stop to this program.
Please call and fax all of your elected representatives in Washington D.C., both of your U.S. Senators and your Congressman. 42.5% of freshman Democrats signed

It is clear that doing something about illegal immigration was a promise made to voters by most candidates a year ago who defeated incumbents or who won seats vacated by retiring Congressmen.
This crop of freshmen from both Parties has a much greater sense of urgency about the immigration issue than do the top leaders of their Parties.
These freshman Representatives want to become SOPHOMORE Representatives after next fall's elections.
And they know that means they at least have to be seen as having done what it takes to get some immigration enforcement passed.

And remember that this is just the beginning.
Now that the bill and its original signers have been made public, we can expect to see many more Members co-sponsoring -- especially if the users of NumbersUSA continue to fax and phone to pressure them.

I was visiting with a Republican U.S. Senator and his staff in the Capitol this afternoon. They were in mild shock at what they were seeing over on the other side of Capitol Hill in the House of Representatives.
The first thing they said about the SAVE Act by Rep. Heath Shuler (D-N.C.) was that they couldn't remember a controversial bill being introduced in the House with a lot of co-sponsors that were divided nearly 50-50 between Parties. Generally, "bi-partisan" means a lot of co-sponsors from one party and a couple from the other. Or just a handful evenly divided. "What's going on over there."
Similar points were made on Lou Dobbs as he extolled the introduction of the SAVE Act to his prime time TV audience:
DOBBS: "A large group of Republicans and Democrats are now putting border security first. And they're doing it without amnesty. This is the truth. Honest. ..."
REP. CIRO RODRIGUEZ (D-TEXAS): "This team says it is now time to finally give the people what they've asked for in immigration and that is a bipartisan effort that addresses the issue and puts America's future first and puts partisan politics on the back row where it belongs. ... "
DOBBS: "I don't know about other folks, but when I hear 'bi-partisan' these days, I reach for my wallet and start looking for a fox hole. Is this the real deal?"

I don't think we've ever seen an effort like this to stop illegal immigration -- 90 politicians putting Party politics aside to finally try to resolve a terrible problem.
The tough SAVE Act (H.R. 4088) that we've been preparing you for was finally made public this week. This email will show you a number of ways that this represents a special opportunity.

It is clear that doing something about illegal immigration was a promise made to voters by most candidates a year ago who defeated incumbents or who won seats vacated by retiring Congressmen.
This crop of freshmen from both Parties has a much greater sense of urgency about the immigration issue than do the top leaders of their Parties.
These freshman Representatives want to become SOPHOMORE Representatives after next fall's elections.
And they know that means they at least have to be seen as having done what it takes to get some immigration enforcement passed.

I was visiting with a Republican U.S. Senator and his staff in the Capitol this afternoon. They were in mild shock at what they were seeing over on the other side of Capitol Hill in the House of Representatives.
The first thing they said about the SAVE Act by Rep. Heath Shuler (D-N.C.) was that they couldn't remember a controversial bill being introduced in the House with a lot of co-sponsors that were divided nearly 50-50 between Parties. Generally, "bi-partisan" means a lot of co-sponsors from one party and a couple from the other. Or just a handful evenly divided. "What's going on over there."
Similar points were made on Lou Dobbs as he extolled the introduction of the SAVE Act to his prime time TV audience:
DOBBS: "A large group of Republicans and Democrats are now putting border security first. And they're doing it without amnesty. This is the truth. Honest. ..."
REP. CIRO RODRIGUEZ (D-TEXAS): "This team says it is now time to finally give the people what they've asked for in immigration and that is a bipartisan effort that addresses the issue and puts America's future first and puts partisan politics on the back row where it belongs. ... "
DOBBS: "I don't know about other folks, but when I hear 'bi-partisan' these days, I reach for my wallet and start looking for a fox hole. Is this the real deal?"

Our Capitol Hill Team is finding that most of the Republicans who have not yet signed onto this bill have been slowed down by caution from House Republican leadership. The House GOP leaders feel that other enforcement bills introduced this year solely by Republicans are tougher, especially in terms of local arrests and detentions. But it is highly unlikely that any of the GOP bills can be pushed onto the House floor for a vote before the next elections.
GOP leaders also are questioning signing onto the Shuler bill alongside a lot of Democratic freshmen whom they have hoped to defeat next year, in part because they aren't tough enough against illegal immigration.
You will want to push your Republican non-signers into co-sponsoring the Shuler bill by putting the improvement of American communities ahead of partisan advantage.
As for Democrats, your Capitol Hill Team is hearing that talk about the Shuler bill is spreading through the Members like wildfire, causing a lot of fence-sitting Democrats to consider appeasing their louder and louder constituents by signing onto this bill.
After being crushed by hostile phone and fax from constituents for several years, many of these Democrats are being tempted to do something popular on immigration with this bill which they consider more moderate than previous enforcement bills that have come before them.
Your pressure on your Democratic Representatives may create just the right amount of extra rationale for Democratic leaders in the House to waive aside their preference for amnesties and allow this enforcement bill to get a vote.

Freshman House Dems Seek Protection On Immigration Issue

When a bipartisan group of House members unveiled a tough immigration initiative earlier this week, eight freshman Democrats stepped forward to speak.
The bill -- the "Secure America though Verification and Enforcement Act" -- would require all employers to verify citizenship for not only all new employees but existing ones.
That approach won the endorsement of Rep. Brian Bilbray, R-Calif., chairman of the House Immigration Reform Caucus, who credits anti-immigration sentiment with his 2006 special election victory, and NumbersUSA, a group seeking to reduce immigration by making it "extremely difficult for unauthorized persons to live and work in the United States."
But the eight freshman Democrats had more immediate and local political concerns. All of them and eight more who co-sponsored the bill defeated Republican incumbents last year.
Representing states stretching from California to New York, all but one of the 16 are running for re-election in districts that gave President Bush at least 51 percent of the vote in 2004 and in which immigration is a hot issue.
Being tough on illegal immigration is not what voters look for in the northern Manhattan district of House Ways and Means Chairman Rangel, but it is in western North Carolina, where Rep. Heath Shuler, D-N.C., the lead sponsor on the SAVE Act, will have to defend his Asheville-based district next year against a more conservative challenger.
"Shuler's strength in his district is his ability to present himself as a socially conservative Democrat," said William Sabo, professor of political science at the University of North Carolina at Asheville.
"Immigration is an issue well suited to developing this image ... and it solidifies his appeal to the social conservative voters who dominate the district."
Rep. Jason Altmire, D-Pa., who will likely need to defeat former GOP Rep. Melissa Hart again to return to the 111th Congress, hears about illegal immigration from his constituents in suburban Pittsburgh and steel mill country.
"When I travel around western Pennsylvania, I hear as much about this issue as I do about any other, including the war in Iraq," Altmire said Wednesday in a conference call with reporters.
"And I worked on this bill simply because of its importance here."
In southeastern Indiana, where in 2004 Bush won the district with 59 percent of the vote, Democratic Rep. Baron Hill will face former GOP Rep. Mike Sodrel for a fourth straight time.
In a statement, Hill stated he is "constantly approached by constituents who have serious concerns about immigration."
To keep from losing the seat to Sodrel, Hill has focused much of his efforts on illegal immigration -- language from his immigration bill that passed the House in May was inserted into the SAVE Act.
In New York, Democratic Rep. Kirsten Gillibrand's district has areas that have voted Republican almost exclusively since the birth of the GOP, and she has been raising money for her 2008 campaign since her first day in office.
With New York Democratic Gov. Eliot Spitzer announcing in September his plan to issue driver's licenses to illegal immigrants, the issue has been one of the hot topics of discussion in her district, according to her spokesman.
And Democratic Rep. Nancy Boyda's unlikely victory last year in traditionally Republican eastern Kansas' 2nd District led to her instant placement atop the National Republican Congressional Committee's 2008 target list.
The district had sent conservative candidates to Congress since 1994, and Boyda will likely face former Republican Rep. Jim Ryun in a rematch next year.
In an interview, Boyda said it is "infuriating to many of the people of Kansas's 2nd District that there are laws on the books that we are not enforcing. Are we a country that enforces our laws or not?"

Senate Republicans are blaming House Democrats for stripping $3 billion for border security from the FY08 Defense spending bill.
As has repeatedly happened in the six years since Sep. 11 terrorist attacks, some part of Congress votes overwhelmingly (in this case the Senate) to provide sufficient funding to largely bring order and security to our borders. Then, the money gets pulled. Individual Members of Congress can claim when running for re-election that he/she has voted for these huges border funds, even though little ever actually gets through.
"What happened with this legislation is exactly why Americans don't have confidence in the U.S. Congress," said Sen. Jeff Sessions, R-Ala.
Sen. Lindsey Graham (R-S.C.) said the extra $3 billion would cover completion of 700 miles of border fencing and 300 miles of vehicle barriers. It also would pay for 23,000 more Border Patrol officers and increase the number of beds available to detain illegal immigrants to 45,000. It would also pay for 105 ground-based radars and surveillance towers along the border, along with four new unmanned aerial vehicles to patrol the U.S.-Mexico border.

This is the second time in the last several months this list of Senators have disgraced themselves as political hacks... unworthy as Senators and certainly unqualifed to serve as President of the United States.

Republican presidential candidate Tom Tancredo asserted in Houston on Tuesday night that Iraq and illegal immigration are part of a single front in a war over the potential destruction of American civilization.
While the U.S. deals with violence in Iraq and nuclear proliferation in the region, the Colorado congressman said, the nation faces dangers within its borders because many recent immigrants show no interest in assimilating into American society.
"People call me a one-issue candidate," said Tancredo, who helped elevate illegal immigration into a national campaign issue. "Well, OK, as long as you realize that the one thing is the survival of the United States of America."
On a rare campaign fundraising visit to Texas -- the proceeds will help him travel to the early primary states of Iowa and New Hampshire, he said -- Tancredo spoke to about 50 people at Maggiano's Little Italy restaurant near the Galleria. Admission was $250 per person.
The candidate, who lags in the polls in the GOP primary, characterized his better-known opponents as empty suits, saying they want to be president merely for the sake of holding the office. He said he, on the other hand, wants to stir public passion about illegal immigration, which he called "the ultimate issue."
Brenda Spence, a Houston designer of electrical systems for energy exploration equipment, said at the reception that she is proud of him for being frank.

In the parking lot, four or five people protested Tancredo's stances with signs such as "No Human Being Is Illegal."
Tancredo told the crowd a story about meeting a cabdriving immigrant from the Ivory Coast while in Detroit.
"He wants to become an American citizen. And one of the things he is doing is learning the English language. And this is a great thing," he said.
Maggiano's is part of a national company that has distributed take-home electronic gadgets to help workers learn English restaurant terms. On the opposite side of Tancredo in the legislative debate, the restaurant's owners also are part of a national coalition that backed the unsuccessful move to offer most of the nation's 12 million illegal immigrants a way to earn citizenship.

A lot of our opponents in Congress and in lobbying groups believe that most of you in the NumbersUSA Action Network only care about stopping amnesties for illegal aliens and about securing the border.
Our opponents often suggest that you aren't motivated enough about protecting American workers themselves, especially the most vulnerable workers, to stop Congress from further flooding various labor markets with imported foreign workers.
We really need to prove our opponents wrong this week.
The landscapers and their ilk were suggesting that they are on the verge of going out of business and that the American economy is in danger because of severe labor shortages -- unless Congress sneaks through huge increases in foreign labor this month.
I hope a bunch of you will call and say something like: "I mow my own lawn. Let the wealthy people hiring landscapers pay whatever it costs to get Americans to do the jobs. The Census Bureau says 23 million Americans without higher education currently don't have a job. There are plenty of people not working who could be enticed into these jobs. But any foreign worker imported for these jobs would require taxpayer subsidies."
Also, I think some key points should be something like:
With the downturn in housing and other weakening of the economy, less-skilled American workers are facing some tough times. The last thing we should do is import more foreign workers to compete with them for the remaining jobs.
Recent Census data show that foreign worker households are far more likely to require taxpayer subsidies. Why would we import more of these costs to taxpayers when forcing landscapers to recruit and hire Americans would actually reduce taxpayer subsidies.
I've heard that landscapers have been all over Capitol Hill this week pushing for increases in foreign workers. I urge you to pass appropriations bills that have no increases of any kind of foreign workers.
Because there are at least a dozen different proposals to increase foreign workers of all kinds, I'm not asking you to refer to specific amendments or their sponsors.
What I want is for Congress today to immediately be reminded that there are far more constituents who want less immigration than the selfish businesses asking for more.

DEAR FRIENDS OF TRANQUIL COMMUNITIES AND AMERICAN WORKERS,
Hundreds and hundreds of landscapers and other advocates for high immigration fanned across Capitol Hill this week, pounding on doors and insisting that Congress provide them with more foreign labor.
They believe they still have a chance that big increases in foreign labor will be sneaked into the giant appropriations bills that have to be passed before Christmas.
Your action is needed immediately.

A lot of our opponents in Congress and in lobbying groups believe that most of you in the NumbersUSA Action Network only care about stopping amnesties for illegal aliens and about securing the border.
Our opponents often suggest that you aren't motivated enough about protecting American workers themselves, especially the most vulnerable workers, to stop Congress from further flooding various labor markets with imported foreign workers.
We really need to prove our opponents wrong this week.
The landscapers and their ilk were suggesting that they are on the verge of going out of business and that the American economy is in danger because of severe labor shortages -- unless Congress sneaks through huge increases in foreign labor this month.
I hope a bunch of you will call and say something like: "I mow my own lawn. Let the wealthy people hiring landscapers pay whatever it costs to get Americans to do the jobs. The Census Bureau says 23 million Americans without higher education currently don't have a job. There are plenty of people not working who could be enticed into these jobs. But any foreign worker imported for these jobs would require taxpayer subsidies."
Also, I think some key points should be something like:
With the downturn in housing and other weakening of the economy, less-skilled American workers are facing some tough times. The last thing we should do is import more foreign workers to compete with them for the remaining jobs.
Recent Census data show that foreign worker households are far more likely to require taxpayer subsidies. Why would we import more of these costs to taxpayers when forcing landscapers to recruit and hire Americans would actually reduce taxpayer subsidies.
I've heard that landscapers have been all over Capitol Hill this week pushing for increases in foreign workers. I urge you to pass appropriations bills that have no increases of any kind of foreign workers.
Because there are at least a dozen different proposals to increase foreign workers of all kinds, I'm not asking you to refer to specific amendments or their sponsors.
What I want is for Congress today to immediately be reminded that there are far more constituents who want less immigration than the selfish businesses asking for more.
