In order for Vegas to put a line on a game BOTH teams playing in any game MUST be from one of the following conferences,
ACC, Atlantic 10, Big East, Big Sky, Big 10. Big 12, Big West, Colonial Athletic, Conference USA, Horizon League, Ivy League, MAAC, MAC, Missouri Valley, Mountain West, Ohio Valley, Pac 10, Southern, SEC, Sun Belt, WAC, or West Coast Conference.
The non lined conferences include the remaining 10 conferences plus the independents.
The only exception to this rule of Vegas is when one of the non lined conference teams plays in some sort of tournament like the preseason NIT or any of these little nit pick pre season tournys we see throughout November and December then that game involving "lined" or "non lined" teams will still have a line put on it.
An example is today Belmont (Atlantic Sun) comes from a non lined conference but is playing in the ATHLETES IN ACTION BASKETBALL CLASSIC which is a tournament in which any school involved has a line.
Hawaii (WAC) comes from a lined conference but plays Mcneese State (Southland) from a non-lined conference and it's not in any type of a tournament so there is no line on that game.
