100 % impossible for refs to not miss calls. Proof of this is very easy as in some replays such as the muffed punt it takes 2 different camera angles in slow motion to determine if he touch the ball, a ref can not be in 2 places at the same time, 100% impossible, end of that story.

The refs are used to generate revenue for league. Keep games close in first half to protect ad spending up in second half. Parity is the ultimate money maker for these guys. They don't need to pick winners they just need to keep viewers watching adds.
