actually, it's Canadian law. You can't actually win something for nothing, yeah, I know, he just made 21 winning picks in a row, but I don't know how to explain it technically, but it is law. it's for everything - technically, if you buy a $1 scratch ticket and win a "free ticket" you're supposed to answer the "mathematical skill testing question" on the back, but nobody bothers to enforce piddly little crap like that.
