This is a difficult problem and there are no easy answers.
Nobody IMO is returning to jail/prison for the "amenities". If the amenities were taken away, the first to complain would be the prison guards, because the amenities are a carrot offered to a prisoner for good behavior. About the only way to punish a prisoner is to take something away.
Increasing use of the death penalty will cost more in lawyer fees than it saves, and you will also be putting to death about 1 innocent person for every 10 guilty people. And the number of murderers in prison is not a huge number, so the cost savings will be limited.
