If they "all" do then why does the NCAA select Ohio st and USC to punish and noone else?

Why is there only proof on Oregon, USC, LSU, Alabama, Miss st, Auburn!! There are 126 teams in Division 1

6/126=. .04% of teams pay players.....your 100% approximation is really close math for an SEC grad!!!

I can name quite a few teams that are currently or were on probation in the last ten years for recruiting/pay for play violations.

After the 2013 season USC will have spent one quarter of it's time as a NCAA football team on probation. 25% of their life.

Only 44 of the 126 have NEVER been on probation. So 2/3 of all FBS teams have been on probation at one point or another.

Every school in the Big 12 has been placed on probation at some point in their histories.
Missouri and Vanderbilt are the only schools in the Southeastern Conference to have never been placed on probation.
Stanford and Washington St. are the only schools in the Pac-12 conference to have never been placed on probation.

And by the list above it shows that the SEC is not immune to punishment as you insist
