Atlanta has a better bullpen ERA than every team on your good list, despite losing 2 studs to injury. And Arizona has a better bullpen ERA than 3 of the teams on your good list- I'd hardly refer to their pen as shitty. There is more to look at than just save percentage, which is what you are doing. many games are lost in the 6th, 7th, and 8th innings too. The Twins and Kansas City both have bullpen ERA's under all your top 5 teams, but don't have the dominant closers like Nathan. Rivera etc.  Just saying, save percentage is certainly not the only thing to consider when ranking pens.

This was a quick thread to list bullpens with my money on the line in the 9th inning.I understand what you're saying.

Yeah, your list is solid. Just a couple of observations. Atlanta certainly won't have as much of my confidence after losing what they've lost, and I understand Arizona now going with Bell as closer due to injury doesn't help their cause. Teams like Kansas City and the Twins can be dangerous as dogs with solid bullpens, despite not having top flight closers. Perkins seems to be coming around for the Twins, however.

Just to add to your list. The blue jays have the best record in baseball when leading after 7 innings.
