Because the possibility of sabotage and or 1 person truly acting on their own, is not something you can punish the entire New England Organization for.

Why? First possibility: Gambling, someone had money on the Patriots (A referee maybe) and decided to give an edge by quickly inserting a pin needle (pocket carriable) and within seconds deflating the ball 2 psi.
Second possibility: Sabotage. Someone on their own authority, purposely deflated the balls in order to "get caught" so that the Patriots team would be distracted for the superbowl (vegas coincidentally would love if the Patriots lost) and punished for something they truly did not do.
Third possibility: The ball boy: He, on his own authority, wanted to feel like he had a "hand" in the outcome of the games. He wanted to feel like he helped, and he knew that deflating the footballs would give the offense an advantage in the rain.
So all this talk about Belichick, Brady, or the entire New England Patriots team deserving to be punished with draft picks, suspensions, fines etc...need to consider that such sentencing leaves too much vulnerability to sabotage by outside parties working on their own authority to the team they "moled" into.
