I was hoping someone could tell me a good software to use to develop an algorithm for predicting scores and such. I am not looking to use a system in which someone has made - I want to create my own. Any help would be appreciated. Thank you all.

Not sure what you are looking for here. You want to write your own, but you want good software to use?

I wrote my own handicapping analysis software using Java / Hibernate / PostgreSQL, and it has been very successful. Not sure if that is the type of information you are looking for.
