I'll put aside the Fed hurdle which I don't believe will be overcome anytime soon. The Taj might be a god fit as they don't have any affiliation with any Vegas gambling property (could be wrong). I'm not sure where inside the property they could put a SP in short order without significant expense. The Horse Book is small and located in the PokerRoom
I haven't been to the Trop Poker Room in a few years but they had a fairly large area in the back, right hand side as you entered the Poker Room which wasn't ever very busy except for Tournaments. The area had TV's for Horse Racing and i assume Horse tellers which could take SP bets. Beef up the TV's and off they go

Bally's racebook is up on the 6th floor convention center ,could see them having the room to expand..Other than the convention rooms,there is just the diamond lounge and a smoking room,business room.
Then again they just shut down the whole wild west theme on Boardwalk level..Ample space and existing bar for a decent book.But do they really want 5 dollar bettors coming in off the street? Nah
You would think the Borgata would open one up.but thier racebook is small and though the huge poker room is just off it-it is seperated by escaltors to the food court..
Harrah's- smallest racebook but available space down by the brigantine entrance,just keno still maybe and a credit card cashier down there..Would make a nice similar side entrance much like the Rio in LV.
