You want to pick option 2. That means, if either pitcher is scratched before the start, due to an illness, injury, or rain delay, then your bet will be classified as "no action" and cancelled. I always play the listed pitchers, because in baseball, obviously part of the line is based on who is starting.
For example, if you picked option 1 "action", and Westbrook was pulled from the start due to an injury, your bet would still be in play because you chose the "action" option. The action option really means that the bet is in play even if both or one pitcher is scratched.
Some people would chose option (4) if they are on the Cards because that means if Westbrook pitches, the bet is in play. So if Gallardo would happen to be scratched, say for some Rookie, the bet still occurs even though Gallardo being out would undoubtedly change the line.
