It's quite simple actually...
The ratings are categorized by color and +/- signs.
The colors tell you how lucky/how much support the pitcher will get from his team. Cool colors (blue, green) mean good things. Warm colors (red orange) are bad.
Now the +/- signs tell you how the pitcher's form will be.
so basically...
cool colors & - signs for both pitchers = OVER
warm colors & + signs for both pitchers = UNDER
and please remember this is going to falter a lot during the season... so bet at your own risk obviously

nbafan explaned the gist of it.
An example pairing like this:
road pitcher B+ home pitcher B+ generally equates to a low-scoring game.
Whereas a pairing of
road pitcher C- home pitcher C-
equates to a high scoring game.
Today's pairing of
James McDonald (R) B+ Matt Cain (R) B+
worked well for the Under.
Again, totals aren't as dependable so use this as a tool alongside other fundamentals of handicapping.
