Reagan mismanaged many things. He did not blatently cover up Iran/Contra for the puurpose of intentionally hiding information or putting people at risk or letting them.
Bush mismanaged many things. He did not blatently cover up information reagrding the war for the sole purpose of engaging in war.
Obama has mismanaged many things. He has not blatently covered up information on Benghazi or other matters for the sole purpose of disgusing intentional inactions.
