I think all you have to do is return to hard copy stamps, and only allow them to be redeemable for staples, that would eliminate a lot of the fraud.

My church runs a homeless shelter, and provides meals for hundreds of disadvantaged people daily. My community also provides a great food pantry for use by anyone, and it never goes without stocking due to some great families and businesses in the community.
We give out turkeys and hams at Thanksgiving and Christmas.
To me community charity is 1 million times more efficient and well run than government charity, and there is no corruption. I think all programs should be administered at local and state levels. When the Federal government does anything, they do it worse due to the bureaucracy that is built up around the endeavor.

Why can't we have a temporary safety net program run by the states?
If the federal government wants to be involved, then they can provide block grant funding. Why must we continue having the feds run these big national programs when 60+ years of evidence shows they can not?

So yeah the soup kitchen or the local community volunteer organization looks great, but try and scale it and you lose the luster of what the organization does.

The reason they eliminated the 'stamps' more than 20 years ago was because many on the program who were alkies or druggies and needed their fixes would sell the stamps for 20 or 30 cents on the dollar to people not on the program who then bought the staples they needed.
