Tampa would never be moved to a City west of Pittsburg. MLB already made the 2 leagues even with 15 teams each and the AL has an equal distribution of 5 teams/ division
They will stay in the Eastern Time Zone if/when they get moved.
Brooklyn should be the #1 destination. They have the population, demographics, and socioeconomics to support a franchise. NYC is large enough for 3 franchises and Brooklyn has been waiting for a team since the Dodgers left. It also minimizes travel and costs associated with travel for the AL East which would in turn allow for more visiting fans to travel and see their teams play.

MLB should eventually expand to 32 teams. 16 teams each league with 4 divisions with 4 teams in each league. Create a balanced schedule and do interleague play like NFL does.
Charlotte, San Antonio, Vegas, New Orleans, Montreal, Portland, Mexico City should be the top cities (after Tampa moves to Brooklyn)
