Cutler connected with Greg Olsen on a 32-yard pass, Devin Hester on a 9-yard score and Matt Forte from 3 yards that provided a 10-point bulge with 5:16 left.
Dallas quarterback Tony Romo completed 35 of 51 passes for 374 yards and a touchdown, but was intercepted twice in the first half for the Cowboys, who are 0-2 to start a season for the first time since 2001.
David Buehler missed a 44-yard field goal in the fourth quarter and wide receiver Roy Williams fumbled after a reception at the Chicago 35 later in the quarter to seal the Cowboys' fate.
Rookie Dez Bryant made his first big play for the Cowboys, returning a punt 62 yards for a touchdown in the first quarter.
