I think the NFL product is weak. So, here is how you fix it:
1) Relax pass interference rules. Every pass is a PI and teams gameplan to get those yards. Whatever happened to getting open? No more PI penalties on the fade or fade-stop route.
2) Completely change illegal block in the back rules. It needs to be only for blatant in the numbers hits. Not nudges in the side.
3) If a holding penalty overturns a big play, it needs to be subject to coaches challenge. If the penalty takes back a score, nullifies a play over 25 yards, or overturns a 3rd down conversion it may be challenged.
Now I get it....we will be doing a lot of reviewing. Not under my rules. No more automatic reviews for turnovers and scores. Each coach gets 3 challenges. It is up to him to use them to challenge a penalty, turnover, catch or score. This will make coaches become fluent in game management.
Oh yeah, reviews will be 2-minute maximums, and the outcomes will be publicly graded by the NFL at week's end.
One other thing...no more TV timeouts for injuries or on change of possessions due to turnover or punts. They can have full timeouts, scores, quarters, and 2 min warning. No commercial on reviews.
