Bodog.com had Dechy listed at -120 to knock off Garbin.
Dechy, making her 10th appearance at the event, has reached at least the quarterfinals three times.
Martina Mueller of Germany routed lucky loser Agnieszka Radwanska 6-1, 6-0 to set up a match with fourth-seeded Nadia Petrova of Russia.
Katarina Srebotnik of Slovenia defeated qualifier Stephanie Cohen-Aloro 6-1, 6-4, and Lucie Safarova of the Czech Republic outlasted Tsvetana Pironkova 6-3, 6-7 (5), 6-3.
