According to the Legal Sports Report, a bill that would legalize sports betting in the Golden State has been introduced to the state legislature. This passage from the California Interactive Sports Wagering Consumer Protection Act sums up the legal roadblock in front of the bill:
This bill would provide that its provisions would become operative only if the federal Professional and Amateur Sports Protection Act is amended or repealed to allow sports wagering in California and a state constitutional amendment to authorize sports wagering has been approved by the voters.
Licensed gaming facilities such as card rooms, race tracks and tribal casinos are being looked at as potential avenues for sportsbooks. Bettors would have to be within California's borders to place a bet and be at least 21 years of age.
